By default, voucher codes can be entered by customers as soon as they click on Edit shopping cart in the order process. If customers should also be able to enter a voucher code before completing the order when they click directly on Proceed to checkout, this must be explicitly selected in the Shopware basic settings.
To do this, go to Configuration → Basic Settings → Frontend → Checkout and activate Display further options.
